First 45 minutes of subtitle is O.K. but between 45 min and 90 min text appear earlier 2 seconds. I want to synchronize subtitle with movie between 45 and 90 min and first 45 min stay the same. Can this program help me to fix that?

split your file into 2 separate parts, synchronize later one and then re-join those.
