I'm not sure you need to do this. You could open your sub file I guess, click on the convert icon - red A to green B - to change the format of your file (let say to srt format 00:00:00 --> 00:00:00, because I don't think that you can keep the same format for the output file). On the right, there's a frames/sec. box where you can input the value of the FPS in your media file if you have it, or just click on the button underneath to load the FPS from the avi. EDIT: Sorry, you have to do this first, input the target FPS before entering the output format

PS: that's what I just made with an srt (so, had to choose another output format, since I can't unfortunately keep the same format for the output - well, would be great to have this possibility), to "convert" it to 23 FPS to be in sync with my media (but since it's an mkv, which can't be opened by TA, I had to find the fps of it by myself - not that difficult with VLC or Gspot, even with WMP).
